Problem 4 ( 25 pts).: INHIBITED A W8 \( \times 40 \) is used as a \( 12-\mathrm{ft} \) column \( (a-b) \) in a braced frame with \( \mathrm{W} 16 \times 26 \) beams spanning \( 24 \mathrm{ft} \), framing in, from both sides, at the top and bottom and providing moment restraint. If the columns above and below are also W8 \( \times 40 \), determine the effective length assuming the column is oriented for buckling about the strong axis using the appropriate alignment chart. The columns are continuously braced against buckling in the weak axis. Determine the axial load capacity in the plane being considered. All steel is \( F_{y}=50 \mathrm{ksi} \).
