Rules in Implementing the ICN Code of Ethics The following rules are adopted and promulgated by the Board of Nursing on his/her professional duties in conformity with existing laws and the generally accepted principles of moral conduct and proper decorum; (2)the nurse must know his/her responsibilities in the practice of profession; (3)solicitation, direct or indirect, of the patient is repugnant to the honor and dignity of nursing profession, and constitutes unethical conduct; (4)the nurse shall not allow the use of his/her name in the promotion of any commercial product or service; \( (5) \) the nurse not demand or receive any commission, fee, or any other emolument for recommending or referring a patient to a physician, a nurse or another health care worker, nor shall she pay any commission, fee or other compensation or reward to one referring or recommending a patient to her for nursing care; and (6) the nurse shall not act in any manner prejudicial to his/her profession. After due notice and hearing, a nurse who is found to have violated any provision of this Code shall be liable for unprofessional and unethical conduct and shall be meted with the sanction of censure or reprimand, suspension or revocation of certificates of registration. Amended Code of Ethics for Filipino Nurses (1989). The Amended Code of Ethics for Filipino nurses was adopted by the PNA House of Delegates in 1982 and amended by the Board in its Resolution No. 1995 on October 18,1989 . One of the fundamental concepts in this amended code of ethics is the categorical acknowledgment of Article 25 of the Universal Declaration of Human Rights that "hhealth is a fundamental right of every individual. Nurses must a) maintain collaborative working relationship with their co-workers and other members of the health team, b) recognize their capabilities and limitations in accepting responsibilities and those of their co-workers when delegating responsibilities to them. 4) nurses and society. The following are the responsibilities of nurse to the patient a) to give him/her the kind of care his/her conditions needs regardless of his/her race, creed, color, nationality or status, b) to become familiar with and observe the patient's Bill of Rights, c)to repeat what the doctor wishes to tell regarding patient's diagnosis, d) to treat in strict confidentiality any information gathered in the course of the patient care, e)not to accept tips or inexpensive gifts that may induce them to favor one and neglect other and \( f \) ) to finish his/her contract of service and not to leave a patient or any agency without permission or resignation. 7) Responsibilities of the nurse's to the physician. New Code of Ethics for Registered Nurses (2006) The New Code of Ethics for Registered Nurses by PRC Board of Nursing in its Board Resolution No. 220, s. 2004, promulgated the Code of Ethics for Registered Nurses on July 14,2004 . Among the important features of this new Code are the adoption of the Code of Good Governance and the Recognition of the Patient's Bill of Rights. The new Code specifically states that "all the principles under the said Code (of Good Governance) were adopted and integrated into the Code of Ethics as they apply to the nursing profession". Like the two previous codes of ethics for Filipino nurses, the new Code of Ethics for Registered Nurses observes and adheres to the universal principles as enunciated in the Universal Declaration of Human Rights that " health is the fundamental right of every individual" the most important articles are as follows: 1) Registered nurses and people. Registered nurses are required to a) respect the values, customs and spiritual beliefs of individuals, b) respect individual freedom to make rational and unconstrained decisions and c) hold in strict confidence personal information's acquired in the process of giving nursing care. 2) Registered nurses and practice. Registered nurses mut adhere to the following principle's and goals a) the inviolability of human life, b)the goal of quality and excellent patient care, c)the accountability for accurate documentation of actions and outcomes, d) the advocates pf patient by respecting the Patient's Bill or Rights, e) the awareness of the professional, ethical, moral and legal dimensions of their actions, and \( f \) the goal of striving to perform their work in the best interest of all concerned 3) Registered nurses and co-workers. Registered nurses are required to be in solidarity with other members of the health team for the nest interest of the patient and maintain collegial and collaborative working relationship with colleagues and other health care providers. 4) Registered nurses, society, and environment. Registered nurses are committed to a) the preservation of life, respect for human rights and promotion of healthy environment, b) the establishment of linkages with the public in promoting local, national and international efforts to meet health and social need of the people and 5) Registered nurses and profession. Registered nurses are dedicated to the following principles/ commitments of the profession: a)maintenance of loyalty to the nursing profession, b)compliance with the bylaws of the PNA and other professional organizations of registered nurses, c) commitment to continual learning and active participation in the development and growth of the organization and d)contribution to the improvement of the socio-economic conditions to the improvement of the socio-economic conditions and general welfare of nurses through appropriate legislation. 6)Sanctions. For violation of any provision of this Code and R.A. No. 9173 and its IRR pertaining to this Code, the certificates of registration of registered nurses is subject to suspension or revocation, after due proceedings. The new Code of Ethics for Registered Nurses expressly repeals and supersedes the amended Code of Ethics promulgated under R.A No. 877 and P.D. No. 223.
